Open government refers to a government which is effective and efficient in the performance of its duties, transparent in and accountable for its actions, accessible to all through its services, responsive to the needs of its citizenry, values the participation, knowledge and expertise of citizens in decision-making. An open government embraces new and emerging technologies and techniques as tools for the enhancement of its governance and service delivery.

The study “Fostering Open Government in the Arab Region” has three main parts.

  • Part one explores the concept of open government, technology and international models for implementation in the context of good governance, while showcasing examples from Sweden, the USA, Indonesia, Jordan, Morocco and Tunisia.
  • Part two describes the status of open government in the Arab region based on international indicators and the responses of member states on the ESCWA questionnaire on open government.
  • Part three describes the four-phased model ESCWA open government framework, which allows for the incremental implementation of open government initiatives either vertically or horizontally. This framework is tailored to the needs of the Arab region.

Pour un gouvernement ouvert dans la région arabe

Un « gouvernement ouvert » est un gouvernement efficace et efficient dans l’exercice de ses fonctions, transparent et responsable de ses actions, sensible aux besoins des citoyens et accessible à tous. Il valorise la participation des citoyens dans la prise de décisions, et respecte leurs connaissances et leurs expériences. Un gouvernement ouvert adopte les technologies nouvelles et émergentes, et utilise les nouvelles techniques pour renforcer sa gouvernance et sa prestation de services.

Cette étude comprend trois parties :

  • La première examine le concept de gouvernement ouvert, et les technologies et modèles internationaux de mise en œuvre d’une bonne gouvernance, en prenant l’exemple de la Suède, des États Unis, de l’Indonésie, de la Jordanie, du Maroc et de la Tunisie.
  • La deuxième partie décrit la situation actuelle en termes de gouvernement ouvert dans la région arabe en s’appuyant sur des indicateurs internationaux. Elle présente également les réponses des États membres à un questionnaire préparé par la CESAO sur le sujet.
  • La troisième partie décrit un modèle en quatre phases pour un gouvernement ouvert dont la mise en œuvre serait progressive, élaboré par la CESAO et adapté aux besoins de la région.
