The report covers persistent Israeli practices and policies, particularly those that are in violation of international humanitarian law and international human rights law and that affect the social and economic conditions of the people living under its military occupation.

Israel employs discriminatory policies and practices, excessive use of force and mobility restrictions, including the blockade on Gaza, settlement expansion, property destruction and exploitation of natural resources in the Occupied Palestinian Territory and the occupied Syrian Golan. Impunity is afforded to Israeli security and military personnel and settlers. The cumulative impact of these policies and practices not only violates the rights of the population, but also exacerbates their social and economic conditions.
