To support budgeting and fiscal policy choices, rebalance priorities in spending, improve transparency in public finance management, ESCWA, in cooperation with the Ministry of Social Development in Palestine, organized an inception workshop on 14 September in Amman to support the development of the Social Expenditure Monitor (SEM) for Palestine.
The workshop brought together representatives from the Ministry of Finance, the Palestinian Central Bureau of Statistics and other relevant government institutions. It reviewed the SEM methodology, national social and development priorities, and the data requirements for developing the SEM database and dashboard.
Participants identified key data gaps and preliminary indicators and agreed on the next steps for developing the SEM dashboard and related policy recommendations.
