The webinar presents the findings of ESCWA report “State of Development in the Arab Region: A Human Development Trap” which takes a new look at development through the Global Development Index instead of just using GDP. It explores why progress in education, health, and basic infrastructure has not translated into sustainable, equitable development, pointing out rising poverty, water and food insecurity, and persistent governance deficits. The session highlights the critical role of governance and administrative reform in converting economic and social gains into resilient outcomes, and explores regional challenges, including fragmented integration and limited collective action. Participants discuss pathways for strengthening institutions, improving accountability, modernizing public administration, and implementing the Beyond GDP agenda through actionable policy recommendations and regional cooperation.

The webinar provided a timely platform to advance regional dialogue on development measurement beyond GDP, anchored in the launch of ESCWA’s flagship report State of Development in the Arab Region: A Human Development Trap. Discussions confirmed strong alignment between ESCWA’s analytical work and the evolving global Beyond GDP agenda, underscoring the growing consensus that traditional economic indicators alone are insufficient to capture wellbeing, sustainability and institutional quality in the Arab region.

Participants highlighted the importance of the newly adopted System of National Accounts 2025 (SNA 2025) as a robust and credible foundation for economic measurement, while emphasizing that complementary indicators are essential to reflect dimensions such as wellbeing, equity, governance and environmental sustainability. Reflections on recent regional capacity-building efforts, particularly the ESCWA–Arab Monetary Fund workshop on SNA 2025 implementation, underscored both progress and persistent challenges, including data availability, digitalization measurement and institutional readiness.

The webinar benefited from insights into the work of the United Nations High-Level Expert Group on Beyond GDP, which aims to develop a concise, globally applicable set of indicators that complement GDP without replacing it. The Group’s proposed framework resonated strongly with ESCWA’s Global Development Index (GDI), reinforcing the relevance of multidimensional approaches tailored to regional contexts. Discussions emphasized that the ultimate value of Beyond GDP metrics lies in their ability to inform policy action, strengthen political ownership and support national statistical systems.

Findings from the Arab regional report generated substantive debate. The presentation highlighted that the region faces a deep human development trap, characterized by stagnant household incomes, rising poverty, pervasive food and water insecurity, and weak governance, particularly low government effectiveness. While some countries have achieved progress, particularly among GCC members, this has been offset by sharp declines in others, resulting in a polarized development landscape and widening inequalities. Participants noted that governance deficits and fragile social contracts remain central constraints, often invisible in conventional metrics such as GDP or HDI.

The discussions converged on the need for comprehensive policy reorientation. Priorities include pro-employment macroeconomic strategies, strengthened social protection, investment in human capital, state-led green transitions, and public sector reform focused on effectiveness rather than size. Revitalized regional integration was also identified as a critical lever to pool resources, manage shared risks and support fragile and conflict-affected countries. Overall, the webinar reaffirmed the importance of linking measurement innovation to concrete policy reform and institutional strengthening.
