The 2025 Middle East and North Africa Public Administration Research Network (MENAPAR) international conference aims to shed light on current transitions in public administrations in the Arab region and to explore the challenges they are facing and the impacts on their practices. It also aims to identify future prospects for reform and modernization in light of emerging challenges and opportunities.

The conference seeks to provide a platform for government officials, practitioners, experts, public policymakers, researchers and academia interested in public policy, governance and public administration issues to share and exchange knowledge, best practices and experiences, deepen understanding, foster dialogues and discussions and generate actionable insights. The conference acts as a catalyst to develop regional synergies and enhance cooperation in the field of public administration in the Arab region, leading to positive change for the region’s societies and citizens.
