Network risk mapping identifies phantom FDI signals to strengthen financing governance and evidence-based policymaking.

This online expert group meeting reviews and discusses findings of the paper “The phantom footprint: a corridor-level FDI screening in the Arab region”. It brings together experts in foreign direct investment (FDI) statistics, international taxation and financial integrity from academia, international organizations and research institutions.

FDI is a central pillar of financing for development in the Arab region, but headline figures do not necessarily reflect productive activity. Phantom FDI passes through corporate entities with limited substantive economic activity for tax, regulatory and other structuring purposes rather than financing the real economy. Where these patterns occur, recorded FDI overstates external financing, complicates tax base protection and weakens the evidence underpinning investment policy.

Discussions examine the proposed screening methodology’s robustness and clarity, the distinction between screening signals and empirical findings, the adequacy of caveats concerning the underlying IMF data, and the credibility and practical utility of the proposed pathway from screening to national validation.
