MTCCs should be seen as means for the delivery of literacy, educational and cultural programmes to local populations in order to allow them real opportunities for accessing decent work; and as way of providing support for small and micro enterprises in the region allowing them opportunities for competition, subsequent growth and the ability to provide a wider range of employment opportunities.
