The national workshop builds on progress made in advancing the Social Expenditure Monitor (SEM) in Yemen. This progress includes the 2023 multi-stakeholder consultation organized by ESCWA and the Ministry of Finance, the establishment of the SEM Project Committee through Ministerial Decree No. 75, and discussions held on the sidelines of the 2025 Arab Public Finance and Budgeting Forum.
ESCWA and the Ministry of Finance of Yemen, in cooperation with the Ministry of Planning and International Cooperation and the UN Country Team, are organizing the workshop in Aden.
The meeting advances the technical work required for SEM implementation, strengthens institutional coordination, and builds national capacity to develop and operationalize SEM indicators. It also assesses social spending patterns and composition, identifies inefficiencies, and supports evidence-based policymaking for more equitable and efficient resource allocation.
