On 28 and 29 September, ESCWA organized a national needs-assessment workshop in Baghdad, Iraq, as a first step towards developing a technical support programme to improve the fairness, transparency, and efficiency of federal resource allocation.
The workshop brought together representatives from the General Authority for Monitoring the Allocation of Federal Revenues, officials from debt and budget authorities, and relevant ministries. Participants identified key challenges related to data systems, digital infrastructure, and institutional capacities that limit the Authority’s ability to conduct evidence-based oversight and ensure equitable revenue distribution.
They also worked together to develop a technical assistance roadmap, outlining a shared vision and priorities, including targeted capacity-building activities.
