The National Strategy for Adopting Blockchain Technology for Trade Facilitation in Lebanon (2026–2030) presents a plan to modernize the country’s administrative, economic and legal systems by leveraging blockchain technology. The strategy positions blockchain as a critical tool for restoring trust in institutions, enhancing transparency, and addressing long‑standing challenges in documentation, data integrity and public service delivery. It emphasizes that the country’s recent crises, including economic collapse, administrative fragmentation and weak digital infrastructure, have exposed the limits of existing systems, making the transition to secure tamper-proof digital solutions not merely desirable but necessary. The strategy outlines a national vision to transform Lebanon into a regional leader in blockchain-enabled digital governance and trade facilitation by 2030. It focuses on five pillars: legal and regulatory reform, governance restructuring, infrastructure development, capacity-building, and implementation in priority sectors.
