The world is experiencing a massive demographic shift marked by the increasing proportion of older persons. This trend may continue until 2050, leading most countries into a state of “population ageing”. The Arab region is also witnessing a noticeable rise in the number of older persons, a trend projected to persist until 2050. This demographic shift in Arab countries is driven by factors such as fertility, mortality and migration, as well as the development of systems that contribute to longer life expectancy, such as healthcare, social and educational systems.
In this context, digital technology provides alternatives for government services and information access for older persons and persons with disabilities. This enhances their capabilities, supports their independence and preserves their dignity. The document presents a set of technical guidelines for digital accessibility to empower older persons, with a focus on delivering digital services and platforms in an inclusive and equitable manner.
