Towards accountable security governance in Syria: Reforming institutions and stabilizing the security sector after the conflict

The present paper focuses on the opportunities and challenges related to transparent and accountable security governance in the Syrian Arab Republic during the post-conflict period. It explores the pathways for establishing security sector governance, beginning with disarmament as a fundamental prerequisite for restoring basic security and safety for all Syrians, followed by the reform of the security sector and its institutions to ensure stability.
This process encompasses various dimensions – political, social, economic, security and developmental – and aims to address the security challenge in the post-conflict phase. This, in turn, will initiate a comprehensive reform of the security governance system to develop effective mechanisms for maintaining political stability, upholding the rule of law and enhancing the legitimacy of governance by enabling State institutions to meet the fundamental requirements of good governance and provide public services to citizens.
