It establishes an accountability framework for assessing the effectiveness of gender mainstreaming by the UNCT. The Scorecard is focused on the performance of the UNCT, rather than the performance of anyone United Nations organization. It intends to provide an assessment of what the United Nations as a whole contributes to gender mainstreaming and consequently to the promotion of gender equality. It is intended to complement existing accountability frameworks. The focus of the Scorecard is on strategies and processes –that is gender mainstreaming –rather than development results. Achievement of development results on gender equality and women’s empowerment must be led by national partners, with support from the UNCT.

Is one of the third-generation (3G) mobile telecommunications technologies, which is also being developed into a 4G technology. The first deployment of the UMTS is the release99 (R99) architecture. It is specified by 3GPP and is part of the global ITU IMT-2000 standard. The most common form of UMTS uses W-CDMA (IMT Direct Spread) as the underlying air interface but the system also covers TD-CDMA and TD-SCDMA (both IMT CDMA TDD). Being a complete network system, UMTS also covers the radio access network (UMTS Terrestrial Radio Access Network; UTRAN), the core network (Mobile Application Part; MAP) as well as authentication of users via USIM cards (Subscriber Identity Module).
Unlike EDGE (IMT Single-Carrier, based on GSM) and CDMA2000 (IMT Multi-Carrier), UMTS requires new cell towers and new frequency allocations. However, it is closely related to GSM/EDGE as it borrows and builds upon concepts from GSM. Further, most UMTS handsets also support GSM, allowing seamless dual-mode operation. Therefore, UMTS is sometimes marketed as 3GSM, emphasizing the close relationship with GSM and differentiating it from competing technologies

| خدمة عالمية | يقصد بهذا المصطلح أن يكون لكلّ فرد في الدولة خدمة اتصال أساسية متوفرة له بسعر مقبول. ويختلف هذا المفهوم بين الدول، من توفّر هاتف في كلّ منزل ومؤسسة في الدول الغنية وصولاً إلى تواجد معظم المواطنين على بعد مكاني وزماني معيّن من هاتف عموميّ في الدول النامية.

The concept that every individual within a country should have basic telephone service available at an affordable price. The concept varies, among countries, from having a telephone in every home and business in the wealthier countries to most inhabitants' being within a certain distance or time away from a public telephone in developing countries.
