Analytical study Elder abuse in Jordan: from the shadows to protection
March 2026
Abuse of older persons is a complex social issue that manifests in multiple forms, including neglect, psychological and physical abuse, and financial exploitation. This phenomenon is influenced by economic transformations and the declining traditional role of the family, necessitating a deeper understanding of its root causes in order to ensure the protection of older persons and provide a safe environment that safeguards their dignity.
The present qualitative study, prepared by the National Council for Family Affairs in cooperation with the United Nations Economic and Social Commission for Western Asia (ESCWA), examines the reality of abuse of older persons in Jordan. Drawing on field data collected from older persons and caregivers, the study identifies the most prevalent forms of abuse and highlights existing institutional and policy gaps. It presents practical recommendations for developing a comprehensive national response that strengthens the legal and social protection of older persons.
