Evaluating multidimensional vulnerability to enhance social protection programmes in Somalia

Upon the request of the Ministry of Labour and Social Affairs in Somalia, ESCWA is organizing a workshop to strengthen the capacity of Somali policymakers to identify risks and vulnerabilities by addressing monetary and multidimensional poverty, and design resilience-enhancing social protection programmes. 

The workshop, that falls within the execution of Somalia’s National Transformation Plan (2025–2029), presents and discusses key findings from a forthcoming comprehensive report on vulnerabilities in Somalia, including poverty metrics, exposure to climate shocks, and threats to population subgroups. It aims to equip participants with practical tools and analytical frameworks to measure, interpret, and simulate household vulnerability using household survey data. Through three interconnected sessions, participants explore descriptive statistics, econometric profiling, and microsimulation techniques, including stochastic forecasting methods, to assess how shocks impact poverty and resilience. The workshop also guides participants in evaluating the effectiveness and equity of policy responses, with a focus on targeting, social protection, and welfare analysis.

Attendees include representatives from the Ministry of Labour and Social Affairs, the National Statistics Office and other key stakeholders engaged in poverty measurement, policy planning, and program implementation.
