ESCWA, in partnership with the National Aid Fund in Jordan, is organizing a five-day study tour to support the Syrian Ministry of Social Affairs and Labor and the National Social Aid Fund in strengthening peer learning on social protection systems and programmes. The visit gives the Syrian delegation first-hand exposure to Jordan institutional frameworks, social assistance policy design, programme delivery mechanisms, and beneficiary management systems
Through practical sessions and direct engagement with Jordanian counterparts, participants examine the legal foundations for institutionalizing a national social assistance fund, organizational arrangements, and the procedures used to implement cash assistance programmes. The study tour also features a field visit to a National Aid Fund branch, where participants observe registration and service delivery processes in practice. Discussions also cover human resources, programme financing, monitoring and evaluation, and information systems management.
